NOTE: The City of Ottawa Toilet Replacement Program is now officially over (effective July 1) but there are still great reasons for considering changing your old toilet with a new low water use toilet especially with water prices expecting to increase by over 20% over the next year.

Below is the information about the City of Ottawa toilet replacement program.  Please note that this program is going to be cancelled at the end of June so this may be the last chance to cash in on replacing your old toilet with a new water savings low flow toilet not to mention saving the extra 8% PST tax!  For more information see:

Toilet Replacement Program

The City's target, taking into consideration population growth, is to reduce maximum day production at the Lemieux and Britannia water purification plants by 25 per cent by the end of 2008, and by 50 per cent by the end of 2014.

To help achieve this target, the City is offering Ottawa homeowners a cash incentive to replace their old toilet with a City-approved water-efficient toilet. If you rent, please discuss the program with the property owner, as a rebate will only be processed for the owner.

Toilets represent approximately 30 per cent of all household water use. Some older toilets use as much as 20L per flush. Based on a family of four and four flushes per person per day, that's 116,800L of water per year just to flush waste. Newer, more efficient toilets use as little as 4L of water to do the same job and provide a savings of 93,440L of water per year. By replacing your existing water guzzling toilet you can reduce your water usage and save money.

A $60 rebate will be processed for single-flush 6L and dual flush 3/6L toilets. A $75 rebate will be processed for high-efficiency toilets that flush with 4.8L or less.

To be eligible, under the Toilet Replacement Program, a home must:

  • Be located in the City of Ottawa rural or urban 
  • Be a single detached, semi-detached or privately owned row house, condominium apartment or townhouse 
  • Be built prior to 1996 
  • Have at least one older toilet with a flush volume of greater than 6L to be replaced 

An application must include:

  • Original receipt for new toilet (original receipts are returned upon completion of the application review) 
  • Water meter account number (if applicable) 
  • Tax roll number 
  • And as proof of installation: 
    • A “Before” photo taken prior to removal of the existing toilet, providing a full view of the toilet and its surroundings, and 
    • an “After” photo taken following the installation of the new, water-efficient toilet, providing a full view of the toilet and its surroundings.
